Capital and Operational Partnership with Albatross Technology for Deployment of Floating Offshore Wind Turbines into Society—accelerating the deployment of domestic floating offshore wind power into society, contributing to GX and energy security—

September 24, 2026

Sumitomo Heavy Industries, Ltd. (Headquarters: Shinagawa-ku, Tokyo; Representative Director, President and CEO: Toshiro Watanabe, hereinafter “SHI”) and Albatross Technology Inc. (Headquarters: Chuo-ku, Tokyo; CEO: Hiromichi Akimoto) have agreed to establish a capital and operational partnership to accelerate the technical development and social implementation of next-generation floating offshore wind turbine system.
This partnership will work towards realizing of Japan’s Green Transformation (GX) and establishing of renewable energy as the primary source of power, enhancing energy security and developing infrastructure for domestic produced energy.

Details of the partnership
By this capital alliance, We SHI and Albatross Technology, will combine their strengths of academic creativity and industrial experience in design, manufacturing and business development to achieve the completion of next-generation Floating Axis Wind Turbines (FAWT), as a move towards the full-scale adoption of floating offshore wind power—a key future energy.
The new partnership will also support the construction of a domestic supply chain encompassing design, production, installation, and maintenance, along with the establishment of a mass production system, and strive to reduce costs and promote the adoption of the wind turbines.

Background and objectives
The surrounding ocean helps to make Japan’s Exclusive Economic Zone (EEZ) the 6th largest in the world, offering the chance to secure a fully domestic produced energy source by adopting electricity from floating wind turbines.
This would support the shift from fossil fuels to carbon-neutral renewable energy, reduce Japan’s dependence on imported energy, and contribute to a stable power supply, helping to establish national energy security in the mid- to long-term.
In addition, the associated industrial development and economic revitalization of regions that host offshore wind power is strongly expected to act as a new growth driver for the Japanese economy, with many different parties forecast to be involved in every phase of the supply chain—design, production, installation, operation, and maintenance. Expectations are particularly high for the creation of a sustainable industrial infrastructure in coastal regions, as local ports are revitalized, related industries are attracted in, and new jobs are created.
To date, SHI has aimed to deploy domestic large-scale floating offshore wind power systems into society and has been researching the design and production of large FAWT based on the company’s own technologies.
Since 2024, the company has been working with related companies on a NEDO commissioned project and an offshore demonstration at Iki City in Nagasaki Prefecture.
Learning from the results of this demonstration, the new partnership will look to further accelerate the progression from R&D towards the creation of a marketable product for deployment into society and commercialization as the project moves to the next phase.

Outlook
SHI will use the partnership to progress to a demonstration of the next generation of large-scale 2MW class offshore equipment, working closely with local government, representatives from the ports, and regional businesses.
In parallel to these development and demonstration activities, SHI will make efforts to develop business while keeping an eye on the global market, accelerate business development in the floating offshore wind power market in which expansion is forecast worldwide, and aim for commercialization and extensive growth.
The new partnership with Albatross Technology is a significant milestone on the road to mass production and commercialization of floating wind turbines, and the basis for future business expansion and capital procurement.
